From Lianyungang to Turku, cargo moves from northern Jiangsu through Lianyungang on the Yellow Sea, crosses a long Europe voyage extended through the Danish straits into the Baltic, and is discharged at the port of Turku.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Turku and at customs in Finland.
Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Each winter Finland's Transport Infrastructure Agency restricts traffic to its ports so that only ships of a given ice class and deadweight receive icebreaker assistance; exemption requests are due three working days before arrival at the latest, and Baltic restrictions appear on baltice.org. During the restriction period a feeder lacking the ice class may be refused at Turku.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Turku and ask the carrier to confirm that the final feeder has the required ice class before we book.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Finland has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Finland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Finland increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Finland we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Finland can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.
