Where this route gets difficult
Listed from loading in Lianyungang to import into Finland, each with what we do about it.
For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Helsinki in the restriction period.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Helsinki and ask the carrier to confirm that the final feeder has the required ice class before we book.
Producer responsibility for batteries in Finland runs through the national producer register, now held by the Finnish Supervisory Agency. A seller abroad that ships directly to Finnish customers must appoint an authorised representative established in Finland, and a producer organisation can take that role.
What Anxin does: We ask whether the Finnish consignee or a foreign seller is the producer of record, and for the register details, before booking.
Importers must make sure batteries come with instructions and safety information in a language end-users in Finland easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language Finland requires and check carton and insert photos against it before loading.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Finland for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Finland we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
