Where this route gets difficult

5 points to plan for on the Lianyungang → Port Said route

Loading port first, then the sea leg, then Port Said and the Egypt market.

  1. Origin port

    Four cargo-side documents at Lianyungang, each checked

    Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Origin port

    Fog season at Lianyungang

    Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.

    What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  3. Sea corridor

    If the service goes round Africa instead

    The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.

    What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  4. Import country

    The exporter must be verified on CargoX

    Under ACI the foreign exporter, here the Chinese shipper, has to register and be verified on the CargoX platform, and for sea freight must upload the commercial invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives. A shipper that has never exported to Egypt needs time to complete that verification.

    What Anxin does: We check with the shipper in Lianyungang that its CargoX account is verified before booking, and remind it to upload the document set as soon as the bill of lading is issued.

  5. Import country

    The broker needs a registered power of attorney or a Nafeza authorisation

    Under Customs Law No. 207 of 2020 and its Executive Regulations, a broker can only clear a private-sector shipment in Egypt with an official power of attorney through the Real Estate Registry or an electronic authorisation on Nafeza. Without it the broker at Port Said cannot act for the importer, however complete the ACI file is.

    What Anxin does: We ask the importer which broker will clear the container and whether its Nafeza authorisation is in place before the ship arrives.

A 19-digit number the Egyptian importer obtains on Nafeza before the shipment departs; it must be on the bill of lading and all shipping documents, or the cargo is not unloaded.
