Where this route gets difficult

5 points to plan for on the Lianyungang → St. John's route

  1. Origin port

    Four cargo-side documents at Lianyungang, each checked

    Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Sea corridor

    Atlantic hurricane season in late summer

    The Atlantic hurricane season runs from 1 June to 30 November, peaking around 10 September, with most activity from mid-August to mid-October.

    What Anxin does: For August–October arrivals we plan slack and pass the carrier's revised arrival to your consignee.

  3. Import country

    CARM: no posted security, no release before payment

    The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to St. John's has to settle this before the first container lands.

    What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  4. Import country

    eManifest: cargo data 24 hours before loading in Lianyungang

    The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for St. John's off its vessel.

    What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Lianyungang and avoid amendments after the filing.

  5. Import country

    A 24-hour number and English or French documents for the Canadian road leg

    Canada accepts IMDG marking and documentation for the truck move out of St. John's (TDG s. 9.3), provided the shipping document is legible in English or French, gives a 24-hour number and the container is placarded under TDG Part 4 or the IMDG Code.

    What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
