Lianyungang to Fraser River Docks
Yellow Sea · Korea Strait · Sea of Japan · Tsugaru Strait · North Pacific · Strait of Juan de Fuca
From Lianyungang to Fraser River Docks, cargo moves from northern Jiangsu through Lianyungang on the Yellow Sea, crosses a great-circle crossing of the North Pacific, and is discharged at the port of Fraser River Docks.
Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
No canal or Red Sea passage, but a North Pacific crossing where winter storms have collapsed container stacks.

Where this route gets difficult
They run from the Lianyungang terminal through the voyage to Fraser River Docks and the Canada import file.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.
TDG Regulations s. 9.3 let an international consignment move by road to or from Fraser River Docks under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Fraser River Docks has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
The Vancouver Fraser Port Authority, with other agencies, requires pre-notification before dangerous goods move within the port. Applications for dangerous goods acceptance go through its Pacific Gateway Portal, and handling must follow the Canada Shipping Act and the TDG Act.
What Anxin does: We give the carrier and its agent the complete DG data for Fraser River Docks early enough for the port authority's acceptance process, and pass the same data to the consignee's trucker.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Heavy-weather damage in a winter storm | North Pacific, Oct–Apr | CINS stuffing checks | Packing site, checked by Anxin |
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
