Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Corner Brook and at customs in Canada.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
From December to May the Canadian Coast Guard breaks ice on the Gulf of St Lawrence and the river, and ships must clear with ECAREG CANADA 24 hours before entering, giving their ice class. Whether a winter sailing reaches Corner Brook on time depends on the ship's ice capability and icebreaker routing.
What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Corner Brook is ice-classed and build slack into delivery.
Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Lianyungang can cost a container its sailing.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Lianyungang and avoid amendments after the filing.
TDG Regulations s. 9.3 let an international consignment move by road to or from Corner Brook under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
