This route runs from northern Jiangsu through Lianyungang on the Yellow Sea, then follows a corridor through the Turkish Straits; at the far end is the port of Varna.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Varna and at customs in Bulgaria.
Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
Before entering the Turkish Straits, a ship with dangerous cargo files Sailing Plan 1 with the Turkish Straits VTS at least 24 hours ahead, listing the dangerous goods classes on board. A class 9 battery container is part of that list, so wrong or late DG data on the manifest can delay the ship at the entrance.
What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.
Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Lianyungang leaves the box on the quay.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Lianyungang cut-off.
Two marking dates fall into current shipping plans for Bulgaria: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.
What Anxin does: Before booking we ask the Bulgaria importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Bulgaria may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Bulgaria importer; we do not test batteries.

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Bulgaria import file. We check the three against each other before the booking is confirmed.

No. Under the Battery Regulation producers register in each Member State where they first make batteries available, and the authority has up to 12 weeks to grant a complete application. A producer without an establishment in Bulgaria needs an authorised representative there.
Possibly. Since 16 September 2026 almost the whole Black Sea, outside Turkish, Georgian, Bulgarian and Romanian territorial waters, is a Joint War Committee listed area, and underwriters may charge additional premiums. We get the carrier's surcharge in writing.
Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
