Lithium batteries for Antwerp go from northern Jiangsu through Lianyungang on the Yellow Sea. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at a port where the dangerous goods message (IFTDGN) must reach the Harbour Master's Office a day before the ship.

Where this route gets difficult

6 points to plan for on the Lianyungang → Antwerp route

They run from the Lianyungang terminal through the voyage to Antwerp and the Belgium import file.

  1. Origin port

    Yellow Sea fog from April to July

    The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.

    What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

    A shorter document list at Lianyungang, not a shorter check

    Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  3. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Antwerp is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Destination port

    Up the Western Scheldt, reporting goes to Belgium

    A ship heading to Antwerp through the Western Scheldt without a Dutch call reports to the Belgian maritime authorities, not the Dutch port authority. If the service stops in Rotterdam first, the Dutch 24-hour dangerous goods report applies to that call as well.

    What Anxin does: We ask the carrier for the port rotation before booking, so we know whether the box is reported in the Netherlands as well as Belgium.

  5. Import country

    CE marking and a declaration of conformity in the right language

    Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Belgium requires, and the importer is the one who must check both before the goods are released for sale.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Belgium importer. We check that the documents exist and match the goods; we do not assess conformity.

  6. Import country

    Supply-chain due diligence moved to August 2027

    The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Belgium are already asking suppliers for the supply-chain data they will need.

    What Anxin does: We pass the Belgium buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
