Lianyungang to Weipa
Yellow Sea · East China Sea · Philippine Sea · Molucca Sea · Arafura Sea · Gulf of Carpentaria
Lithium batteries for Weipa go from northern Jiangsu through Lianyungang on the Yellow Sea. On the way they face a southward passage towards Oceania, and they arrive at the port of Weipa.
On the Australian side the ABF, the biosecurity rules and the state port authority each want paperwork early. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
A southward run towards Oceania, into Australia's November–April cyclone season and, for Australia, the BMSB season from September to April.

Where this route gets difficult
Listed from loading in Lianyungang to import into Australia, each with what we do about it.
For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Australia's brown marmorated stink bug measures apply to goods shipped from 1 September to 30 April, judged by the shipped-on-board date on the bill of lading. Chapter 85, which covers batteries, is a target high-risk chapter; goods from China, listed as an emerging risk country, may be picked for random onshore inspection, and if the container is transhipped through a target risk country treatment can become mandatory.
What Anxin does: We ask the carrier to confirm the transhipment port for Weipa before booking so that the BMSB status is known, and make sure the bill of lading shows the shipped-on-board date.
Australia's biosecurity rules ask the packer of an FCL container for a packing declaration: no straw or soil in the packaging, the ISPM 15 status of any timber, and a statement that the container was cleaned. Battery pallets and crates are usually wood, so the declaration for Weipa depends on how the goods were packed in Lianyungang.
What Anxin does: We check that the pallets are ISPM 15 marked and that the packer's declaration is signed before the container leaves Lianyungang.
Ports North describes Karumba as handling general cargo for Gulf communities, live cattle and zinc transhipment, and its own role at Weipa as pilotage and navigation. A battery shipment for Weipa is likely to need a transhipment or coastal leg rather than a deep-sea call.
What Anxin does: We plan the last leg to Weipa with the carrier and the consignee before booking, including who handles the DG cargo at transhipment.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Australia import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| ESS unit not isolated or poorly distributed in a break-bulk hold | Lianyungang, break-bulk loading | Manufacturer's written isolation steps; safety meeting | Manufacturer / ship, coordinated by Anxin |
| Container selected for BMSB inspection or treatment | Australian border, Sep–Apr | Transhipment port and B/L date checked | Importer, supported by Anxin |
| Container sent for biosecurity inspection over packing paperwork | Australian port of discharge | Signed packing declaration; ISPM 15 timber | Packer, checked by Anxin |
Questions
At least 48 hours before the ship reaches its first Australian port, for voyages of 48 hours or more such as those from China.
Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.
Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
