Guangzhou to Hai Phong

This route runs through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, then follows Southeast Asian waters, with their typhoon and monsoon seasons; at the far end is the port of Hai Phong.
On the Vietnamese side the manifest deadline is short and importers carry an EPR obligation for batteries. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

For Vietnam, the DG declaration is due before arrival and consumer batteries need QCVN 101 conformity.


Where this route gets difficult
Loading port first, then the sea leg, then Hai Phong and the Vietnam market.
In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Hai Phong the risk is less the sea passage than a port closure in Guangzhou or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
When Typhoon Yagi struck in September 2024, Hai Phong and Quang Ninh closed their ports from 6 September, and quay cranes collapsed at the MIPEC and Nam Dinh Vu terminals. A storm on this coast can stop work at Hai Phong for days and damage stacked containers.
What Anxin does: In the storm season we ask the consignee at Hai Phong to collect battery containers promptly after discharge rather than leave them stacked in the terminal.
Decree 05/2025 keeps batteries under Vietnam's extended producer responsibility rules. Importers, like producers, must either recycle the batteries they place on the market or pay into the Vietnam Environment Protection Fund.
What Anxin does: At quotation we remind the importer at Hai Phong that the EPR obligation follows the goods, so it can register the volumes it imports.
Vietnam now wants the manifest, B/L data and DG declaration 12 hours before arrival for short voyages and 24 hours for longer ones (Decree 08/2015 as amended in 2025). For a container from Guangzhou to Hai Phong, errors found after that point hold the box.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.

Questions
They fall under QCVN 101: quality-inspection registration, testing and a declaration of conformity before sale.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
