Where this route gets difficult

5 pain points from Guangzhou to Wilmington (Delaware)

In the order the cargo meets them: at the loading port, at sea, at Wilmington (Delaware) and at customs in United States.

  1. Origin port

    Typhoon weeks at the Pearl River mouth

    The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.

    What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  2. Sea corridor

    Winter gales on the final East Coast leg

    Between October and April the North Atlantic off the US East Coast sees mid-latitude storms with hurricane-force winds, most often in January according to NOAA's Ocean Prediction Center, and that is the water the ship crosses on its way to Wilmington (Delaware).

    What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.

  3. Import country

    ISF closes 24 hours before loading in Guangzhou

    The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Guangzhou, ahead of the vessel's loading window.

  4. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Guangzhou (19 CFR 4.7). CBP does not issue the permit to unlade at Wilmington (Delaware) until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Guangzhou, so the AMS filing and the DG manifest say the same thing.

  5. Import country

    Product defects must be reported to CPSC within 24 hours

    US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

    What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Wilmington (Delaware), so the importer can answer CPSC questions quickly.

  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

At the United States end

  • ISF filer named; stuffing location and consolidator sent right after packing
  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
