Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Vancouver (Washington) and at customs in United States.
In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
From Guangzhou the drawn corridor to Vancouver (Washington) runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Washington's battery law (RCW 70A.555) closes the market to producers outside an approved stewardship organization from 1 January 2027, and from July 2027 retailers need the producer's certification before selling portable batteries or products that contain them.
What Anxin does: When cargo through Vancouver (Washington) is sold in Washington, we flag the 2027 stewardship requirement to the importer at quotation so that retailer certification is in place in time.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Vancouver (Washington) by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Vancouver (Washington) booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
