Where this route gets difficult
Loading port first, then the sea leg, then Norfolk and the United States market.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Between October and April the North Atlantic off the US East Coast sees mid-latitude storms with hurricane-force winds, most often in January according to NOAA's Ocean Prediction Center, and that is the water the ship crosses on its way to Norfolk.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Norfolk.
What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Norfolk can be delayed or refused.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Guangzhou, so the AMS filing and the DG manifest say the same thing.
If a battery container waits at Norfolk, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Norfolk.

Questions
For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
