From Guangzhou to Los Angeles, cargo moves out of Nansha, at the mouth of the Pearl River, crosses a North Pacific corridor with no canal or chokepoint, and is discharged at Terminal Island, where a single overturned battery truck closed four terminals in 2024 and the first road move is already a US hazmat shipment.

Where this route gets difficult

5 pain points from Guangzhou to Los Angeles

In the order the cargo meets them: at the loading port, at sea, at Los Angeles and at customs in United States.

  1. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Sea corridor

    No chokepoint, but North Pacific storms

    The drawn corridor from Guangzhou crosses the North Pacific, with no canal and no Red Sea exposure. Weather is the risk instead. In November 2020 the ONE Apus, sailing from Yantian to Long Beach, suffered a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; its owners reported that more than 1,900 containers could be lost or damaged, including up to 40 hazmat boxes.

    What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Destination port

    From the terminal gate on, US hazmat rules apply

    The truck move out of Los Angeles is a US hazardous-materials shipment. 49 CFR 171.25 accepts IMDG packaging and marks for the road leg, but the shipping papers and placards must meet part 172 subparts C and F and the move follows part 177; a driver given incomplete DG data at the gate cannot take the container.

    What Anxin does: We pass the full DG description, emergency response details and placarding information to the importer's drayage carrier with the arrival notice, not on the day of collection.

  4. Import country

    E-bike batteries for California need an accredited test

    Since 1 January 2026 California SB 1271 bars distributing or selling an e-bike, powered mobility device or its storage battery unless the battery has been tested by an accredited laboratory to a standard referenced in UL 2849 or EN 15194, and the laboratory's logo and the test standard are displayed. Importers must hand over the test report on request.

    What Anxin does: For e-mobility batteries arriving at Los Angeles for the California market, we ask for the accredited test report and label photos before booking.

  5. Import country

    The FMC's 30-day rules on demurrage and detention bills

    If a battery container waits at Los Angeles, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
