Guangzhou to Jacksonville
South China Sea · Taiwan Strait · East China Sea · North Pacific · Eastern Pacific · Panama Canal · Caribbean Sea · Windward Passage
This route runs through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, then follows a corridor through the Panama Canal; at the far end is the port of Jacksonville.
The US side starts with two filings due before loading and ends with a road leg that must carry a live emergency number. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
A Pacific crossing, a Panama Canal transit that depends on lake levels, and a Caribbean passage in hurricane season.
From ISF and AMS in China to a monitored emergency number on the US truck leg, with Section 301 and UFLPA shaping what arrives.

Where this route gets difficult
Loading port first, then the sea leg, then Jacksonville and the United States market.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
The Atlantic hurricane season, covering the Caribbean and the Gulf of America, runs from 1 June to 30 November, peaking around 10 September, with an average of 14 named storms. Ports on the way to Jacksonville close ahead of storms, and ships wait or divert.
What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.
If a battery container waits at Jacksonville, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Jacksonville by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
CBP must have the Importer Security Filing 24 hours before the container is laden in Guangzhou, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Guangzhou, ahead of the vessel's loading window.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Jacksonville.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Hurricane closes ports or diverts the vessel | Caribbean / Gulf, Jun–Nov | Slack in delivery plan | Carrier / consignee |
| Late or inaccurate ISF | Before loading abroad | Stuffing and consolidator data sent to the ISF filer immediately after packing | Anxin with the ISF filer |
| Truck stopped without a monitored emergency number | Road leg from the port | Emergency response provider confirmed before sailing | Importer, checked by Anxin |
Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.

We check carrier acceptance for Guangzhou → Jacksonville before any booking, and ask for missing battery documents first.
