Lithium batteries for Houston go out of Nansha, at the mouth of the Pearl River. On the way they face the Pacific, the Panama Canal and the Caribbean, and they arrive at the port of Houston.
Houston means US customs filings that are due while the container is still in Guangzhou, and a supply chain CBP may ask to see. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
Gatun Lake levels set how much a ship can load through Panama; the Caribbean leg then crosses hurricane waters from June to November.

Where this route gets difficult
Listed from loading in Guangzhou to import into United States, each with what we do about it.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Houston can carry.
What Anxin does: We check the canal advisory in force when we quote for Houston and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.
Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.
What Anxin does: When the shipper declares SP188 for a Houston booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.
Bayport and Barbours Cut use a paperless hazardous pre-advise system. The shipping line submits the DG documents, the trucker's ExpressPass carries a Haz_No_Ingate hold until the hazardous team approves the unit, and papers handed over at the gate are refused.
What Anxin does: We make sure the carrier has the final DG documents for Houston well before arrival and tell the trucker to check that the hold is released in Lynx before sending a driver.
US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Houston, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Houston.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Draft cut reduces capacity or adds surcharges | Panama Canal | Advisory checked at quotation; carrier confirmation | Carrier, checked by Anxin |
| SP188 cartons without the US marking | Discharge and onward trucking | Marking or CAO label checked on carton photos before stuffing | Shipper, checked by Anxin |
Questions
No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
