Lithium batteries for Fernandina Beach go out of Nansha, at the mouth of the Pearl River. On the way they face a Pacific crossing and a Panama Canal transit, and they arrive at the port of Fernandina Beach.
The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult
Listed from loading in Guangzhou to import into United States, each with what we do about it.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
After the canal, ships to Fernandina Beach cross the Caribbean, where the Atlantic hurricane season lasts from 1 June to 30 November and peaks around 10 September; an average year brings 14 named storms and 7 hurricanes. Ports close ahead of a storm and vessels wait or divert.
What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.
Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Fernandina Beach can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.
What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Fernandina Beach can be delayed or refused.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Guangzhou, so the AMS filing and the DG manifest say the same thing.
US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Fernandina Beach, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Fernandina Beach.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Hurricane closes ports or diverts the vessel | Caribbean / Gulf, Jun–Nov | Slack in delivery plan | Carrier / consignee |
| UFLPA detention pending supply-chain evidence | CBP at entry | Importer prepares tracing documents before shipping; consistent manufacturer data on all documents | Importer |
| Permit to unlade delayed for a late or inaccurate AMS manifest | Port of discharge | Final cargo data given to the carrier before the cut-off | Carrier / NVOCC, with data from Anxin |
Questions
No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
