Lithium batteries for Columbus (Georgia) go from the Pearl River Delta via Nansha. On the way they face a corridor through the Panama Canal, and they arrive at the port of Columbus (Georgia).

The US side starts with two filings due before loading and ends with a road leg that must carry a live emergency number. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • ISF filer
  • Supply-chain tracing file
  • HTS code 8507.60

Route profile

What sets Guangzhou → Columbus (Georgia) apart

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Sea corridor

Asia – Americas via the Panama Canal

A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.

Where this route gets difficult

5 pain points from Guangzhou to Columbus (Georgia)

They run from the Guangzhou terminal through the voyage to Columbus (Georgia) and the United States import file.

  1. Origin port

Packaging certificate data now shared in Dongguan

Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Sea corridor

The Caribbean leg runs through hurricane country

After the canal, ships to Columbus (Georgia) cross the Caribbean, where the Atlantic hurricane season lasts from 1 June to 30 November and peaks around 10 September; an average year brings 14 named storms and 7 hurricanes. Ports close ahead of a storm and vessels wait or divert.

What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.

  3. Import country

Unentered battery containers go to General Order after 15 days

A container landed at Columbus (Georgia) without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Columbus (Georgia), and chase any missing invoice or HTS detail while the ship is still at sea.

  4. Import country

Which 8507.60 line decides the Section 301 duty

For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Columbus (Georgia).

What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  5. Import country

Button and coin cells: Reese's Law

Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

What Anxin does: When a shipment for Columbus (Georgia) includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance

Documents to line up for Guangzhou → Columbus (Georgia)

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Guangzhou end

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in United States

  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • CPSC certificate data and eFiling arrangement, if the product is subject to certification

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Guangzhou to Columbus (Georgia)

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
