Where this route gets difficult

5 points to plan for on the Guangzhou → Cleveland route

They run from the Guangzhou terminal through the voyage to Cleveland and the United States import file.

  1. Origin port

    One-box inspection now reaches Nansha

    Since 22 September 2026 Guangzhou MSA accepts Dongguan MSA's factory inspection for boxes loading at Nansha and re-inspects only when necessary. The first container was stuffed in Dongguan that day and left Nansha for Singapore on 24 September. Because the arrangement is new at Nansha, the factory record needs to be correct the first time.

    What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  2. Sea corridor

    The St Lawrence icebreaking season, December to May

    From December to May the Canadian Coast Guard breaks ice on the Gulf of St Lawrence and the river, and ships must clear with ECAREG CANADA 24 hours before entering, giving their ice class. Whether a winter sailing reaches Cleveland on time depends on the ship's ice capability and icebreaker routing.

    What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Cleveland is ice-classed and build slack into delivery.

  3. Import country

    SP188 packages need an extra US marking

    Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.

    What Anxin does: When the shipper declares SP188 for a Cleveland booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

  4. Import country

    ISF closes 24 hours before loading in Guangzhou

    The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Guangzhou, ahead of the vessel's loading window.

  5. Import country

    Demurrage and detention invoices must follow FMC rules

    Battery containers held for DG checks or paperwork can run up demurrage and detention at Cleveland. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Questions

Common questions on the Guangzhou → Cleveland route

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

Rarely. The Seaway's maximum draft in the Montreal–Lake Ontario section is 8.00 m and it closes in winter (target 5 January 2027 for the 2026 season), so containers usually leave the ocean vessel at a coastal port and continue by smaller ship, rail or truck.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
