Where this route gets difficult

6 pain points from Guangzhou to Camden

Listed from loading in Guangzhou to import into United States, each with what we do about it.

  1. Origin port

    Packaging certificate data now shared in Dongguan

    Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

    Pearl River typhoon season and rolled boxes

    The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.

    What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  3. Sea corridor

    The Pacific leg before Panama in winter

    The first half of the voyage crosses the North Pacific, where NOAA has recorded hurricane-force mid-latitude storms from October to April, most often in December.

    What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.

  4. Import country

    The FMC's 30-day rules on demurrage and detention bills

    If a battery container waits at Camden, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

  5. Import country

    SP188 packages need an extra US marking

    Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.

    What Anxin does: When the shipper declares SP188 for a Camden booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

  6. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Camden.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
