This route runs out of Nansha, at the mouth of the Pearl River, then follows the open North Pacific, where weather is the main risk; at the far end is the port of Astoria.

Where this route gets difficult
Loading port first, then the sea leg, then Astoria and the United States market.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.
For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Astoria.
What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Astoria, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Battery containers held for DG checks or paperwork can run up demurrage and detention at Astoria. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
