From Guangzhou to Hartlepool, cargo moves through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Hartlepool.
The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
They run from the Guangzhou terminal through the voyage to Hartlepool and the United Kingdom import file.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Hartlepool decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
The Dangerous Goods in Harbour Areas Regulations 2016 bar bringing dangerous goods into a British harbour area without notice to the harbour master at least 24 hours ahead (and no more than six months), unless the harbour master agrees a shorter period. The notice carries UN numbers, names and quantities, so the vessel's data depend on the booking.
What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.
Great Britain still labels batteries under the Batteries and Accumulators (Placing on the Market) Regulations 2008: a crossed-out wheeled bin symbol of a set minimum size on every battery, moved to the packaging only when the battery is too small or cannot practically be marked, and a capacity in mAh or Ah on portable rechargeables and on the front of their packaging.
What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Guangzhou, because relabelling after discharge at Hartlepool means opening dangerous goods packages.
Every year UK battery producers, registered with the environmental regulator via the National Packaging Waste Database, report the tonnage and chemistry of what they placed on the market. Distributors and retailers that supply more than 32 kg of batteries a year must also offer free take-back of waste portable batteries.
What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Hartlepool.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Harbour notice late or wrong | Hartlepool harbour area | DG data frozen before departure | Carrier / agent |
| Annual tonnage return missing shipments | UK producer | Weight and chemistry recorded per shipment | Importer / producer |
| Batteries arrive without the bin symbol or capacity marking | Importer in the UK | Photos checked against the UK marking list before loading | Manufacturer / importer |
Questions
Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
