This route runs from the Pearl River Delta via Nansha, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Fleetwood.
Great Britain runs its own post-Brexit pre-filing and battery producer rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
An EORI starting with GB or XI and a CDS subscription for customs, annual tonnage and chemistry reporting through the NPWD, and take-back duties for distributors above 32 kg a year.

Where this route gets difficult
Listed from loading in Guangzhou to import into United Kingdom, each with what we do about it.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Fleetwood decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
The road leg out of Fleetwood is regulated by the Carriage of Dangerous Goods Regulations 2009, which make ADR the rulebook for dangerous goods on British roads, with national derogations. UN 3480 moves as class 9, so the haulier needs the same package and UN details as the ocean declaration.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Fleetwood matches what left Guangzhou.
For the British market the marking reference is the 2008 placing-on-the-market regulations: every battery carries the crossed-out bin, sized to its surface area, and rechargeable portable batteries state their capacity on the cell or pack and on the packaging front. Small or embedded batteries move the symbol to the packaging.
What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Guangzhou, because relabelling after discharge at Fleetwood means opening dangerous goods packages.
Batteries sold in the UK may contain no more than 0.0005 % mercury and 0.002 % cadmium by weight, subject to listed exceptions, and those above 0.004 % lead need the Pb symbol beneath the bin symbol. The Office for Product Safety and Standards enforces the rules.
What Anxin does: We ask the manufacturer for a substance statement covering mercury, cadmium and lead and file it with the shipment documents for the UK importer; we do not test batteries.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Fleetwood.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Batteries arrive without the bin symbol or capacity marking | Importer in the UK | Photos checked against the UK marking list before loading | Manufacturer / importer |
Questions
At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
