What to watch between Guangzhou and Felixstowe: 5 points

  1. Origin port

    Packaging certificate data now shared in Dongguan

    Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

    A recommended 25% charge for ESS from Nansha

    Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.

    What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  3. Sea corridor

    Cape waters saw about a third of 2024's container losses

    Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  4. Destination port

    Destin8 notification and written approval from the port's DGSAs

    Every dangerous-goods container passing through Felixstowe needs prior written approval from the port's Dangerous Goods Safety Advisors, and imports are notified electronically through Destin8. The same notification is relayed to Harwich Haven Authority, so one inconsistent entry travels to both.

    What Anxin does: We check the UN number, class, packages and weights the carrier will use against the shipper's declaration before the vessel leaves Guangzhou.

  5. Import country

    Road haulage from Felixstowe under the carriage regulations

    The road leg out of Felixstowe is regulated by the Carriage of Dangerous Goods Regulations 2009, which make ADR the rulebook for dangerous goods on British roads, with national derogations. UN 3480 moves as class 9, so the haulier needs the same package and UN details as the ocean declaration.

    What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Felixstowe matches what left Guangzhou.

Common questions on the Guangzhou → Felixstowe route
