From Guangzhou to Khalifa Port, cargo moves through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at Khalifa Port, whose DG guideline names lithium batteries and asks for an SDS-based approach to each product.

UAE customs works emirate by emirate, with the consignee's trade licence deciding where goods may be imported. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • Chamber-approved certificate of origin
  • AD Ports DG notification 24–48 h before arrival
  • SDS for each battery type

Route profile

The Guangzhou → Khalifa Port route in brief

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Import country

United Arab Emirates

Storage batteries can fall under MoIAT's renewable-energy product scheme; everything else still depends on the consignee's licence and a clean document set.

Where this route gets difficult

What to watch between Guangzhou and Khalifa Port: 5 points

Loading port first, then the sea leg, then Khalifa Port and the United Arab Emirates market.

  1. Origin port

Typhoon weeks at the Pearl River mouth

The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.

What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  2. Origin port

Customs and MSA now compare packaging certificates

In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  3. Sea corridor

Hormuz rated SEVERE in September 2026

The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Khalifa Port passes through it.

What Anxin does: We ask each carrier whether it is currently calling at Khalifa Port, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Destination port

SDS and 24-hour contacts ready in case of a leak

AD Ports treats class 9 as a mixed class and asks for product-specific SDS handling; for a leaking box it expects an amended declaration, the SDS, the manifest and round-the-clock contacts for haulier, store and importer.

What Anxin does: We collect a current SDS for every battery type in the container and the importer's 24-hour contact before loading in Guangzhou.

  5. Import country

Energy-storage batteries: MoIAT certificate before release

Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Khalifa Port, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.

What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance

What to have ready: Guangzhou to Khalifa Port

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Guangzhou

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Packing list with weight, packing method and HS code per item
  • Certificate of origin approved by a Chinese chamber of commerce
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

For the carrier and the voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

At the United Arab Emirates end

  • MoIAT (ECAS/EQM) certificate reference for batteries sold for renewable-energy use
  • Consignee's trade licence: emirate or free zone, matching the goods' destination

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for United Arab Emirates before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Khalifa Port.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Guangzhou → Khalifa Port: questions we are asked

Cells and batteries are covered by MoIAT's renewable-energy product control system, and ECAS or EQM certification is required to clear such products through customs.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
