This route runs from the Pearl River Delta via Nansha, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Izmir.

Türkiye checks battery imports through TAREKS before the customs declaration is registered. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • CE declaration of conformity
  • Özet beyan 24 h before loading
  • TAP membership + Çevre Uyum İzni

Route profile

How Guangzhou → Izmir differs from other lanes

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

5 points to plan for on the Guangzhou → Izmir route

In the order the cargo meets them: at the loading port, at sea, at Izmir and at customs in Turkey.

  1. Origin port

Nansha MSA's state-of-charge advice for energy storage

At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.

What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  2. Origin port

Customs and MSA now compare packaging certificates

In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  3. Sea corridor

Mediterranean services are back in the Red Sea more than others

Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Izmir the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Izmir uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

Özet beyan filed before the box is loaded

For Izmir, Turkish customs wants the entry summary declaration 24 hours before loading in China, filed electronically to the office of discharge; the carrier is answerable for third-party filings, and an arrival notification follows when the ship docks.

What Anxin does: We give the carrier or filer the consignee details, HS-level description and DG data at booking, well before the Guangzhou cut-off.

  5. Import country

Declaration of conformity and matching originals

Turkish clearance needs CE evidence where EU directives apply, an invoice in triplicate showing HS code and origin, an uncorrected certificate of origin and an original bill of lading with three copies, all describing the same goods.

What Anxin does: We check the declaration of conformity, invoice and certificate of origin against each other before the originals are sent to the importer in Turkey.

Documents & compliance

What to have ready: Guangzhou to Izmir

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Guangzhou

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • For ESS: written shipping state of charge and anti-activation measures from the manufacturer
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the carrier and the voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in Turkey

  • Declaration of conformity and test reports for the TAREKS inspection
  • Importer's TAP membership and Çevre Uyum İzni (TAREKS)

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Turkey import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Guangzhou → Izmir: questions we are asked

Yes. Under Communiqué 2017/15 battery imports go through a risk-based TAREKS inspection before the customs declaration is registered.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
