Lithium batteries for Seville go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of Seville.
Spain wants the producer on the RII-PYA register, with its number on the invoice. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
Spain's RII-PYA number on invoices, quarterly data that counts batteries inside equipment, EU importer duties and ADR for the road leg.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Seville and at customs in Spain.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Seville the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Seville uses and name it on the quote, together with any war-risk or emergency surcharge.
The Spanish register covers batteries built into electrical equipment as well as loose cells, removable or not. Quantities are declared per quarter; mistakes can be corrected until 25 January of the next year, and any change in registration data must be updated within a month.
What Anxin does: When batteries travel inside devices we list battery quantity and chemistry separately on the packing list, so the importer can report them without reopening cartons.
An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Spain can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.
What Anxin does: We ask the importer which language Spain requires and check carton and insert photos against it before loading.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Spain can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Spain importer; we do not test batteries.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Spain import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Embedded batteries left out of the quarterly declaration | Importer in Spain | Battery data on the packing list | Importer |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
