Where this route gets difficult

6 pain points from Guangzhou to Jubail

Listed from loading in Guangzhou to import into Saudi Arabia, each with what we do about it.

  1. Origin port

    Dongguan factory to Nansha: the new one-box route

    On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

    What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  2. Origin port

    Typhoon weeks at the Pearl River mouth

    The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.

    What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  3. Sea corridor

    Hormuz rated SEVERE in September 2026

    The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Jubail passes through it.

    What Anxin does: We ask each carrier whether it is currently calling at Jubail, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

    Arabic labels that match the SABER record

    Saudi rules want battery labels in Arabic (or Arabic and English), fixed firmly, naming the product, model, brand, 'Made in China', the supplier and the ratings, and saying whether the battery is rechargeable. The model on the carton must be the one on the SABER certificate.

    What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Guangzhou.

  5. Import country

    SABER: a product certificate plus one per consignment

    Saudi Arabia treats lithium cells and packs as electrical batteries under a SASO technical regulation. Clearance at Jubail needs two SABER documents: the product certificate, issued by a SASO-notified body after accredited testing and a factory audit, and a shipment certificate raised for each consignment.

    What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

  6. Import country

    Manifest data in FASAH 72 hours before the ship arrives

    Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Guangzhou, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.

    What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Jubail is complete well before the 72-hour point.

In Guangzhou, before the box is loaded

  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • 6-digit HS code, UN number, class, packages and weights for the FASAH manifest, given at booking
  • UN 38.3 test summary for every cell and battery type

For the importer in Saudi Arabia

  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)
  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival

Questions about shipping from Guangzhou to Jubail

In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
