Where this route gets difficult

Where Guangzhou → Dammam shipments get held up: 5 points

They run from the Guangzhou terminal through the voyage to Dammam and the Saudi Arabia import file.

  1. Origin port

    Typhoon weeks at the Pearl River mouth

    The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.

    What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  2. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  3. Sea corridor

    Southwest monsoon on the Arabian Sea, June to September

    India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.

    What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.

  4. Import country

    Containers for Saudi ports must be palletised

    Since 8 May 2025, phased in over 12 months, containerised imports at Saudi ports have to be palletised to speed up handling and inspection. Exemptions exist for goods that cannot be palletised, such as bulk or oversized items, but only with approval. Floor-loaded battery cartons from Guangzhou fall outside the rule.

    What Anxin does: We plan the stuffing in Guangzhou on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

  5. Import country

    Customs declaration in FASAH 48 hours before arrival

    The importer, or its broker, must complete the FASAH customs declaration with the required documents at least 48 hours before the shipment reaches Dammam. ZATCA asks for the commercial invoice, bill of lading and certificate of origin, plus product-specific documents such as the SABER certificates, so these have to be final while the ship is still at sea.

    What Anxin does: We send the final invoice, packing list, bill of lading copy and certificate of origin to the importer's broker as soon as the ship sails from Guangzhou, so the 48-hour FASAH filing is not waiting on documents.

Checklist for Guangzhou → Dammam

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

For the carrier and the voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For import into Saudi Arabia

  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival
  • Arabic (or Arabic + English) label artwork with model, origin, supplier and ratings
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)

Guangzhou → Dammam: questions we are asked

Yes, as a rule. Saudi ports have required palletised containerised imports since 8 May 2025, with exemptions only by approval for goods that cannot be palletised.

Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
