This route runs out of Nansha, at the mouth of the Pearl River, then follows an Arabian Sea passage towards the Gulf; at the far end is a port where every IMDG container needs Mwani Qatar's pre-approval, requested by the shipping line.

Where this route gets difficult
Loading port first, then the sea leg, then Hamad Port and the Qatar market.
In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
Hamad Port lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.
What Anxin does: We ask each carrier whether it is currently calling at Hamad Port, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
If the consignee wants the container delivered straight from the ship, Mwani Qatar's tariff requires an undertaking from the shipping line or its agent before the box is handled that way. That has to be arranged before arrival, together with the trucks.
What Anxin does: If the importer plans direct delivery at Hamad Port, we raise it with the carrier at booking so the undertaking is in place before discharge.
Every importer in Qatar needs an import licence registered with the Ministry of Commerce and Industry, issued only to Qatari nationals or the Qatari partner of a limited liability partnership, and the rule applies to wholly foreign-owned entities as well. The licence is one of the clearance documents, so the consignee on the bill of lading for Hamad Port must be the licence holder.
What Anxin does: At booking we confirm the consignee's import licence and put that company on the bill of lading.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Qatar import papers. We compare all three before confirming space.

Questions
Qatar Customs does not clear sea shipments without an official invoice, certificate of origin and packing list; they are returned to origin. The HS code must also appear on the invoice and certificate.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
