From Guangzhou to Gdynia, cargo moves out of Nansha, at the mouth of the Pearl River, crosses a long Europe voyage extended through the Danish straits into the Baltic, and is discharged at a Baltic port where the harbour master sets conditions for handling each dangerous-goods cargo.
The Polish side adds the BDO number to the EU battery rules. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.
A BDO register entry for battery introducers with its number on the documents, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
Loading port first, then the sea leg, then Gdynia and the Poland market.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Because Gdynia is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
In the ports supervised by the Maritime Office in Gdynia, the dangerous goods on an arriving ship are declared through the National Single Window at least 24 hours ahead, or on departure from the previous port on a short leg, which is common for Baltic feeders. The harbour master then gives consent and sets conditions for entry and handling.
What Anxin does: Because most Chinese cargo reaches Gdynia by feeder, we check the DG data are final before the mainline ship leaves Guangzhou, so the feeder's declaration is not built on a draft.
Poland tracks battery introducers through the BDO waste database: an importer needs its entry in the battery section before placing batteries on the market, and the BDO number goes on the documents used to trade them. Buyers often check for it on the invoice.
What Anxin does: We ask the Polish importer for its BDO number and put it on the commercial documents we prepare with the shipper.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Poland has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Poland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Guangzhou.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Poland are already collecting the supply-chain information they will need.
What Anxin does: We pass the Poland buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the Poland import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| Feeder's declaration differs from the mainline booking | Port of Gdynia | DG data final before the mainline departure | Carrier / agent |
| Importer without a BDO entry for batteries | Importer in Poland | BDO number confirmed before booking | Importer |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
