Asia – Southeast Asian seas
No canal on this route, but two seasons to plan around: typhoons in summer and autumn and the north-east monsoon from November to March.
South & Southeast Asia · sea freight from Guangzhou
Guangzhou to Cagayan de Oro
South China Sea · Sulu Sea · Bohol Sea
Lithium batteries for Cagayan de Oro go out of Nansha, at the mouth of the Pearl River. On the way they face the monsoon-driven seas of Southeast Asia, and they arrive at the port of Cagayan de Oro.
In the Philippines the importer must be accredited in CPRS before any entry is lodged. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
No canal on this route, but two seasons to plan around: typhoons in summer and autumn and the north-east monsoon from November to March.
Advance manifest, CPRS accreditation and typhoon planning are the Philippine essentials.

Where this route gets difficult
Loading port first, then the sea leg, then Cagayan de Oro and the Philippines market.
Since 22 September 2026 Guangzhou MSA accepts Dongguan MSA's factory inspection for boxes loading at Nansha and re-inspects only when necessary. The first container was stuffed in Dongguan that day and left Nansha for Singapore on 24 September. Because the arrangement is new at Nansha, the factory record needs to be correct the first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
Routes to Cagayan de Oro pass through the Sulu and Celebes Seas, where ReCAAP's advisory on the abduction of crew remains in force. The threat level has been LOW since January 2025, after no incidents since 2020, but ships are still told to keep a sharp lookout and report to the Philippine and Eastern Sabah security centres.
What Anxin does: We ask the carrier whether it routes this service through the Sulu and Celebes Seas or around them, and note the answer on the booking so the consignee knows what to expect.
Under CAO 15-2020 the carrier's manifest reaches the Bureau of Customs 24 hours before arrival at Cagayan de Oro on voyages of 72 hours or less, or 48 hours before on longer ones; consolidated cargo has its own earlier deadlines. The DG description has to be settled before those cut-offs.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Guangzhou, so the Philippine manifest is filed complete.
A DTI draft technical regulation published in February 2026 would bring power banks under mandatory PS or ICC marking, with a 12-month transition. Importers of power banks through Cagayan de Oro should follow its progress so that stock arriving after the transition is covered.
What Anxin does: For power bank orders we ask the importer whether it has started on PS or ICC marking, so later shipments are not caught at the end of the transition.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for Philippines before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Cagayan de Oro.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Mismatch between packaging certificate and MSA filing flagged by shared data | Dongguan / Nansha | Line-by-line check before submission | Anxin with the declarant |
| Second inspection at Nansha because factory records are incomplete | Dongguan factory → Nansha | Photos, packing certificate and declaration matched before trucking | Anxin |
Questions
Only after registering in the Bureau of Customs' CPRS and being accredited.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
