Where this route gets difficult
Listed from loading in Guangzhou to import into Philippines, each with what we do about it.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Bacolod the risk is less the sea passage than a port closure in Guangzhou or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
CAO 15-2020 gives consolidators a separate deadline: their manifest is due 24 or 12 hours before arrival, depending on the voyage. LCL battery cargo for Bacolod depends on the consolidator having the DG details in time.
What Anxin does: For LCL shipments we pass the DG data to the consolidator at booking, so its manifest is complete before the Philippine cut-off.
Under CAO 15-2020 the carrier's manifest reaches the Bureau of Customs 24 hours before arrival at Bacolod on voyages of 72 hours or less, or 48 hours before on longer ones; consolidated cargo has its own earlier deadlines. The DG description has to be settled before those cut-offs.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Guangzhou, so the Philippine manifest is filed complete.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the Philippines import file. We check the three against each other before the booking is confirmed.

Questions
A February 2026 DTI draft would require PS or ICC marking with a 12-month transition; importers should follow it.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
