Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Tromsø and at customs in Norway.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Tromsø decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Since 1 July 2009 an agreement has placed Norway in the EU customs security area, so cargo for Tromsø is pre-notified in ICS2 exactly as for EU ports, and the filer needs an EORI number. Norway's non-EU status does not remove the filing before loading in Guangzhou.
What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Guangzhou cut-off.
Under Norway's regulation on land transport of dangerous goods, ADR applies as Norwegian law on the road, including domestic journeys. A UN 3480 load leaving Tromsø therefore moves as class 9, transport category 2, with tunnel restriction code (E), which the haulier has to reflect in route planning.
What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Tromsø matches the container file.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Norway import papers. We compare all three before confirming space.

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
