6 points to plan for on the Guangzhou → Namsos route

  1. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

    Nansha MSA's state-of-charge advice for energy storage

    At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.

    What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  3. Sea corridor

    Suez on the map, the Cape on most sailings

    The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Namsos decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

    Norwegian road transport follows ADR

    Under Norway's regulation on land transport of dangerous goods, ADR applies as Norwegian law on the road, including domestic journeys. A UN 3480 load leaving Namsos therefore moves as class 9, transport category 2, with tunnel restriction code (E), which the haulier has to reflect in route planning.

    What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Namsos matches the container file.

  5. Import country

    Norway is still on its own battery rules

    The EU Battery Regulation has not yet been taken into the EEA Agreement, so it does not apply in Norway yet. Existing Norwegian rules and the approved producer responsibility companies, such as RENAS, stay in place, and Miljødirektoratet consulted in April 2026 on the transition. Importers need to follow the Norwegian rules today and watch the new regulation.

    What Anxin does: We ask the Norwegian importer which return company it belongs to, and do not assume EU-only paperwork covers the Norwegian market.

  6. Import country

    Marking under Norway's product regulation

    While Norway waits for the EU rules, batteries are marked under the Norwegian product regulation: the crossed-out waste container, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. Under the waste regulation the importer must also be a member of an approved battery return company.

    What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.

Common questions on the Guangzhou → Namsos route

Since 15 September 2026 vessel and cargo information must be filed digitally at least 24 hours before the first Norwegian call, and the importer's TVINN declaration is due by arrival at the discharge port.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
