Where this route gets difficult
Loading port first, then the sea leg, then Den Helder and the Netherlands market.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
Because Den Helder is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
For Den Helder, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Guangzhou. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Guangzhou cut-off.
No producer organisation covers industrial batteries in the Netherlands yet. Since 18 August 2025 their producers must apply for approval individually, and Stichting OPEN warns that the applicant can end up responsible for collecting all industrial batteries, not only its own.
What Anxin does: For storage systems and industrial packs we flag this to the Dutch importer before quoting, because the approval question sits with the importer, not the carrier.
A seagoing vessel with packaged dangerous goods must report to the Dutch port authority at least 24 hours before arrival, or before leaving the previous port on a shorter leg, and the port authority decides where it may berth and discharge. Once ashore, a class 9 box awaiting onward transport stays under the dangerous goods act: nothing may be repacked in storage.
What Anxin does: We keep the UN number, packages and weights on the booking final so the carrier's report is right, and remind the importer that any repacking has to happen after the goods leave the port.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Questions
24 hours before the container is loaded in China, not before it reaches Den Helder. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
