From Guangzhou to Yangon, cargo moves from the Pearl River Delta via Nansha, crosses the Indian Ocean monsoon corridor, and is discharged at the port of Yangon.
In Myanmar the licence comes first, and payments face FATF-driven due diligence. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
An Indian Ocean crossing whose season depends on the side: the southwest monsoon and two cyclone seasons in the north, a November–April cyclone season in the south-west, and piracy off Somalia.

Where this route gets difficult
Loading port first, then the sea leg, then Yangon and the Myanmar market.
Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
The India Meteorological Department recognises two cyclone seasons in the North Indian Ocean, April to May and, the main one, October to December. A storm near Yangon closes the port or holds ships at anchor, and the arrival slips accordingly.
What Anxin does: For sailings in those months we plan delivery with slack at Yangon and confirm the carrier's revised arrival before booking onward transport.
The EU's measures on Myanmar, extended to 30 April 2027, include an arms embargo and a ban on dual-use exports for the military and border guard police. For industrial or energy-storage systems going to Yangon, the buyer and end user should be screened before the goods ship.
What Anxin does: For industrial and ESS consignments we ask for end-user details and screen the parties against current sanctions lists before booking.
Myanmar's Ministry of Commerce put 1,460 tariff lines under non-automatic licensing from August 2024. The importer must hold the licence before the goods reach Yangon; importing without it is penalised under the 2012 Export and Import Law.
What Anxin does: We ask the consignee for the import licence covering the batteries' tariff line before accepting the booking from Guangzhou.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Myanmar import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Mismatch between packaging certificate and MSA filing flagged by shared data | Dongguan / Nansha | Line-by-line check before submission | Anxin with the declarant |
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Cyclone closes the port or delays arrival | North Indian Ocean, Apr–May and Oct–Dec | Slack in delivery plan | Carrier / consignee |
| Goods penalised for arriving without an import licence | Yangon | Licence checked before booking | Importer |
Questions
It was designated by OFAC in June 2023, as was Myanma Investment and Commercial Bank, so a payment route that avoids them should be agreed first.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
