Where this route gets difficult

5 points to plan for on the Guangzhou → Tanjung Pelepas route

In the order the cargo meets them: at the loading port, at sea, at Tanjung Pelepas and at customs in Malaysia.

  1. Origin port

    A recommended 25% charge for ESS from Nansha

    Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.

    What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  2. Origin port

    One-box inspection now reaches Nansha

    Since 22 September 2026 Guangzhou MSA accepts Dongguan MSA's factory inspection for boxes loading at Nansha and re-inspects only when necessary. The first container was stuffed in Dongguan that day and left Nansha for Singapore on 24 September. Because the arrangement is new at Nansha, the factory record needs to be correct the first time.

    What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  3. Sea corridor

    Theft at night in the Singapore Strait

    ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, 74% down on a year earlier but still 60% of all cases in Asia. Most were opportunistic night-time thefts of engine spares or scrap in the eastbound traffic lane, against bulk carriers and barges; a container ship bound for Tanjung Pelepas is a less usual target but shares the lanes and anchorages.

    What Anxin does: We keep the carrier's name and the vessel on the booking record for Tanjung Pelepas, so any incident report or delay notice from the carrier can be matched to the shipment at once.

  4. Import country

    BESS: a voluntary SIRIM guideline

    SIRIM issued a guideline for battery energy storage systems in September 2025. It is voluntary, but buyers and project owners in Malaysia may ask for it, so it is worth agreeing before shipment which documents will accompany an ESS container to Tanjung Pelepas.

    What Anxin does: For energy-storage systems we ask the buyer early whether it wants documents that follow the SIRIM guideline, so they travel with the shipment.

  5. Import country

    The charger in the box is regulated equipment

    Malaysia's Energy Commission regulates 34 categories of electrical equipment, adapters and chargers among them. An importer bringing them into Tanjung Pelepas needs a regulation 97 Certificate of Approval and regulation 98 labelling.

    What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Guangzhou.

Documents & compliance

Checklist for Guangzhou → Tanjung Pelepas

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Guangzhou end

  • For ESS: written shipping state of charge and anti-activation measures from the manufacturer
  • Battery condition confirmed as new for vehicle batteries
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

  • DG acceptance confirmed for a back-up vessel in typhoon months
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into Malaysia

  • Energy Commission Certificate of Approval for chargers or adapters
  • MITI AP number and expiry for vehicle batteries

Not under the 2026 control, which covers new batteries only. We check with the importer before booking anything second-hand.

From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
