Lithium batteries for Penang go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Penang.

Where this route gets difficult
Loading port first, then the sea leg, then Penang and the Malaysia market.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Since 22 September 2026 Guangzhou MSA accepts Dongguan MSA's factory inspection for boxes loading at Nansha and re-inspects only when necessary. The first container was stuffed in Dongguan that day and left Nansha for Singapore on 24 September. Because the arrangement is new at Nansha, the factory record needs to be correct the first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Penang a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Penang needs both.
What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Guangzhou.
MITI's 2026 control on vehicle accumulators covers new batteries only; used batteries are not allowed under it. Second-life or refurbished packs for Penang should be checked against the rules before anything is booked.
What Anxin does: We ask for the battery's condition and history at quotation, and decline to book used vehicle batteries for Malaysia until the importer has confirmed they may enter.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Questions
New accumulators for vehicles need a MITI Approved Permit through ePermit since 1 January 2026, with SIRIM certification. The AP is valid for six months.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
