Lithium batteries for Kuantan go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Kuantan.

In Malaysia vehicle batteries need an Approved Permit and chargers an Energy Commission approval. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

What to watch between Guangzhou and Kuantan: 5 points

In the order the cargo meets them: at the loading port, at sea, at Kuantan and at customs in Malaysia.

  1. Origin port

    A recommended 25% charge for ESS from Nansha

    Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.

    What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  2. Origin port

    Packaging certificate data now shared in Dongguan

    Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  3. Sea corridor

    Winter monsoon rough seas in the southern South China Sea

    From about November to March the north-east monsoon drives rough seas across the southern South China Sea; MetMalaysia issues strong-wind and rough-sea warnings for the waters off Peninsular Malaysia's east coast, Sarawak and Sabah. A container for Kuantan spends part of its voyage there.

    What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.

  4. Import country

    BESS: a voluntary SIRIM guideline

    SIRIM issued a guideline for battery energy storage systems in September 2025. It is voluntary, but buyers and project owners in Malaysia may ask for it, so it is worth agreeing before shipment which documents will accompany an ESS container to Kuantan.

    What Anxin does: For energy-storage systems we ask the buyer early whether it wants documents that follow the SIRIM guideline, so they travel with the shipment.

  5. Import country

    North-east monsoon at Kuantan, November to March

    MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas to the east coast of Peninsular Malaysia and western Sarawak. At Kuantan that means weather delays to berthing and cargo work during the season.

    What Anxin does: For winter arrivals at Kuantan we tell the consignee to expect weather delays and keep its customs entry ready so the container can move when work resumes.

Yes. Adapters and chargers are regulated equipment; the importer needs an Energy Commission Certificate of Approval and the required label.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
