Lithium batteries for Beirut go from the Pearl River Delta via Nansha. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of Beirut.
On the Lebanese side customs looks at who paid what, with the contract of sale and proof of payment in the file. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
Listed from loading in Guangzhou to import into Lebanon, each with what we do about it.
Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
Since 22 September 2026 Guangzhou MSA accepts Dongguan MSA's factory inspection for boxes loading at Nansha and re-inspects only when necessary. The first container was stuffed in Dongguan that day and left Nansha for Singapore on 24 September. Because the arrangement is new at Nansha, the factory record needs to be correct the first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.
What Anxin does: We check before each booking whether the service has changed routing since the last quote.
Lebanese customs needs a certificate of origin issued in the exporting country whenever the commercial invoice does not state where the goods were made. Printing 'Made in China' on the invoice avoids an extra document.
What Anxin does: We state the country of origin on every commercial invoice for Beirut, and arrange a certificate of origin when the buyer asks for one.
For Beirut, Lebanese customs wants to see the contract of sale and proof of payment for the exact shipment value alongside the SAD declaration, bill of lading, packing list, original invoice and delivery order.
What Anxin does: We make sure the invoice value, the sales contract and the payment reference the buyer will show customs all describe the same shipment before the documents are released.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the Lebanon import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Mismatch between packaging certificate and MSA filing flagged by shared data | Dongguan / Nansha | Line-by-line check before submission | Anxin with the declarant |
| Second inspection at Nansha because factory records are incomplete | Dongguan factory → Nansha | Photos, packing certificate and declaration matched before trucking | Anxin |
| Payment evidence does not match the invoice | Lebanese Customs | Invoice, contract and payment checked together | Importer / shipper |
Questions
A SAD-based declaration, bill of lading, packing list, original invoice, delivery order, proof of payment of the exact value and the contract of sale; commercial importers add a Social Security quietus.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
