This route runs from the Pearl River Delta via Nansha, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Galway.
The Irish side adds PRL registration to the EU battery rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
Producer registration with PRL, an Irish authorised representative where needed, a compliance scheme for take-back, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
Listed from loading in Guangzhou to import into Ireland, each with what we do about it.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
A battery entering Ireland has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Galway.
What Anxin does: We pass the Ireland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Ireland for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Ireland we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Ireland import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Importer details missing from battery and packaging | Importer in Ireland | Address block sent to the factory before packing | Manufacturer / importer |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
