This route runs out of Nansha, at the mouth of the Pearl River, then follows the monsoon-driven seas of Southeast Asia; at the far end is the port of Panjang.

Where this route gets difficult
They run from the Guangzhou terminal through the voyage to Panjang and the Indonesia import file.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Panjang cross those waters in the season, and a rough crossing tests the stow.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Permendag 25/2021 lists goods that must carry Indonesian-language labels when sold in Indonesia. Whether a battery product going to Panjang is on the list should be checked by the importer before the retail packaging is printed.
What Anxin does: For retail-packed goods we ask the importer to confirm the labelling requirement before production is packed in Guangzhou.
Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Panjang without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Questions
Primary batteries have needed SNI certification and marking since 20 May 2025. Lithium-ion packs should be checked by the importer against the current SNI list.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
