Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Bitung and at customs in Indonesia.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
Routes to Bitung pass through the Sulu and Celebes Seas, where ReCAAP's advisory on the abduction of crew remains in force. The threat level has been LOW since January 2025, after no incidents since 2020, but ships are still told to keep a sharp lookout and report to the Philippine and Eastern Sabah security centres.
What Anxin does: We ask the carrier whether it routes this service through the Sulu and Celebes Seas or around them, and note the answer on the booking so the consignee knows what to expect.
Under PMK 158 the carrier notifies arrival 24 hours ahead and files the inward manifest before unloading. For a battery container from Guangzhou, the manifest's description has to match the DG papers exactly.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Guangzhou, so the Indonesian manifest matches the DG declaration.
Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Bitung without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Questions
The arrival notice goes in at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before unloading.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
