Lithium batteries for Belawan go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Belawan.

Where this route gets difficult

5 points to plan for on the Guangzhou → Belawan route

They run from the Guangzhou terminal through the voyage to Belawan and the Indonesia import file.

  1. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

    A recommended 25% charge for ESS from Nansha

    Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.

    What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  3. Sea corridor

    North-east monsoon seas, November to March

    MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Belawan cross those waters in the season, and a rough crossing tests the stow.

    What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.

  4. Import country

    Primary cells need SNI certification and marking

    Since 20 May 2025 primary batteries sold in Indonesia must be SNI-certified and marked (Permenperin 69/2024). A consignment for Belawan that mixes lithium-ion packs with primary cells needs the certificate for the latter.

    What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

  5. Import country

    Arrival notice 24 hours ahead, manifest before unloading

    Indonesian customs rules (PMK 158) want the carrier's arrival notification at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before any cargo is unloaded at Belawan. Discrepancies in the DG description then hold the container.

    What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Guangzhou, so the Indonesian manifest matches the DG declaration.

From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
