Guangzhou to Balikpapan
South China Sea · Balabac Strait · Sulu Sea · Celebes Sea · Makassar Strait
This route runs out of Nansha, at the mouth of the Pearl River, then follows the monsoon-driven seas of Southeast Asia; at the far end is the port of Balikpapan.
On the Indonesian side the importer's approvals matter: SNI for primary cells and an import approval for used batteries. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
A Southeast Asian sea route with no canal: typhoons from summer to autumn, the north-east monsoon from November to March, and relays through Singapore or other hubs for smaller ports.

Where this route gets difficult
Loading port first, then the sea leg, then Balikpapan and the Indonesia market.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
From about November to March the north-east monsoon drives rough seas across the southern South China Sea; MetMalaysia issues strong-wind and rough-sea warnings for the waters off Peninsular Malaysia's east coast, Sarawak and Sabah. A container for Balikpapan spends part of its voyage there.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Indonesian customs rules (PMK 158) want the carrier's arrival notification at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before any cargo is unloaded at Balikpapan. Discrepancies in the DG description then hold the container.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Guangzhou, so the Indonesian manifest matches the DG declaration.
Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Balikpapan without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Indonesia import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Second inspection at Nansha because factory records are incomplete | Dongguan factory → Nansha | Photos, packing certificate and declaration matched before trucking | Anxin |
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Cargo shift in winter monsoon seas | Southern South China Sea, Nov-Mar | Checked stowage and bracing | Packing site, checked by Anxin |
| Container held for a manifest mismatch | Indonesian port of discharge | Manifest data checked against the DG declaration | Carrier, with data from Anxin |
Questions
Only with an import approval, an API-P business number and a surveyor's report through INSW.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.

We check carrier acceptance for Guangzhou → Balikpapan before any booking, and ask for missing battery documents first.
