Lithium batteries for Mormugao go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face the Malacca Strait and then the Indian Ocean, and they arrive at the port of Mormugao.
On the Indian side the importer is an EPR producer and the Bill of Entry is due the day before arrival. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Loading port first, then the sea leg, then Mormugao and the India market.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
The India Meteorological Department describes two cyclone seasons in the North Indian Ocean, April–May and October–December, the latter being the main one. Port closures and vessels waiting out a storm push the arrival at Mormugao back.
What Anxin does: For sailings in those months we plan delivery with slack at Mormugao and confirm the carrier's revised arrival before booking onward transport.
CBIC allows an advance Bill of Entry on the basis of the house bill of lading alone. For LCL battery cargo arriving at Mormugao in a consolidator's container, the importer can therefore file before arrival instead of waiting for the master documents.
What Anxin does: For LCL shipments we send the house bill and DG details to the importer's broker at sailing, so it can use the advance filing.
Lithium-ion cells and batteries are under BIS's Compulsory Registration Scheme (IS 16046 Part 2). The manufacturer needs its own registration, and the R-number goes into the Bill of Entry at Mormugao; batteries without it cannot be cleared.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.
Under Section 46 of the Customs Act, the Bill of Entry for Mormugao must be filed by the end of the day before arrival, and can go in 30 days ahead. Late filing means charges, so documents from Guangzhou need to reach the broker early.
What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Guangzhou, so the Bill of Entry can be filed early.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the India import papers. We compare all three before confirming space.
