From Guangzhou to Cochin, cargo moves out of Nansha, at the mouth of the Pearl River, crosses the Indian Ocean monsoon corridor, and is discharged at the port of Cochin.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
BIS registration verified model by model, EPR registration for importers, and a Bill of Entry due before the ship arrives.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Cochin and at customs in India.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
Since CBIC Instruction 27/2025, customs officers at Cochin verify the BIS registration on crsbis.in, checking manufacturer, model and factory location. Goods under a deferred or cancelled registration are refused clearance, so an out-of-date certificate is enough to hold the container.
What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Guangzhou.
Cochin's Vallarpadam terminal sits on a 14.5 m channel; deepening to 16 m is proposed but planned only for 2028-29, and transhipment there roughly halved in FY26 as traffic moved to Vizhinjam. Larger ships may skip Cochin, so a container can come on a feeder from another hub.
What Anxin does: We check whether the service to Cochin calls directly or relays, and confirm DG acceptance on every leg.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the India import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Second inspection at Nansha because factory records are incomplete | Dongguan factory → Nansha | Photos, packing certificate and declaration matched before trucking | Anxin |
| Clearance refused for a registration mismatch | Indian port of discharge | Registration checked before shipment | Manufacturer and importer |
Questions
Yes. They fall under BIS's Compulsory Registration Scheme (IS 16046 Part 2), and the R-number is declared in the Bill of Entry.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
