Lithium batteries for Chennai go from the Pearl River Delta via Nansha. On the way they face the Indian Ocean monsoon corridor, and they arrive at the port of Chennai.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.
After the Malacca Strait comes the Indian Ocean, where the south-west monsoon and two cyclone seasons decide the pace.

Where this route gets difficult
Listed from loading in Guangzhou to import into India, each with what we do about it.
In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, down 74% but still 60% of all Asian cases. They are mostly night-time thefts of engine spares from bulk carriers and barges; a container ship bound for Chennai is a less usual target but uses the same lanes.
What Anxin does: We keep the vessel and voyage on the booking record for Chennai, so a carrier incident or delay notice can be matched to the shipment straight away.
The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Chennai slows cargo work and inland trucking.
What Anxin does: For arrivals at Chennai in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.
Indian customs expect the Bill of Entry by the end of the day before the vessel arrives at Chennai; it can be filed up to 30 days ahead, and late filing attracts charges. The BIS and DG details must be ready by then.
What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Guangzhou, so the Bill of Entry can be filed early.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the India import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Mismatch between packaging certificate and MSA filing flagged by shared data | Dongguan / Nansha | Line-by-line check before submission | Anxin with the declarant |
| Second inspection at Nansha because factory records are incomplete | Dongguan factory → Nansha | Photos, packing certificate and declaration matched before trucking | Anxin |
| Late Bill of Entry charges | Indian port of discharge | Documents sent at sailing | Importer's broker |
Questions
By the end of the day before the vessel arrives; it may be filed up to 30 days in advance.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
