What to watch between Guangzhou and Thessaloniki: 5 points

Loading port first, then the sea leg, then Thessaloniki and the Greece market.

  1. Origin port

    Packaging certificate data now shared in Dongguan

    Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Sea corridor

    Suez itself is working normally

    The JMIC's September 2026 update rated the northern Red Sea and Suez Canal MODERATE, with the canal operating in both directions and container lines returning selectively, and the Eastern Mediterranean LOW. The risk on this corridor is concentrated at the southern entrance of the Red Sea rather than at the canal.

    What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  3. Import country

    EMPA registration, through a Greek representative for foreign producers

    Greece keeps battery producers in EOAN's National Producers Register (EMPA), and registration comes before the first sale. A producer without a Greek establishment appoints a local authorised representative by signed mandate, using the template in the EMPA manual, and then contracts with an approved collective system.

    What Anxin does: We ask the Greek consignee who is registered as producer in EMPA before booking.

  4. Import country

    The truck leg out of Thessaloniki runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Greece has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Greece haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Guangzhou.

  5. Import country

    Substance limits for portable batteries

    For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Greece may be asked by market surveillance to demonstrate compliance.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Greece importer; we do not test batteries.
